US Charges Five in First Crackdown on AI ‘Ghost Student’ Scam

The United States government has charged five individuals in what marks the first broad federal crackdown on “ghost students,” a scheme where fraudsters utilize stolen identities to pose as fake college students and steal student loans.

Cracking Down on AI-Powered Student Loan Fraud

According to a Department of Justice press release, authorities uncovered a large-scale operation that partly relied on artificial intelligence. Following data analysis that helped identify likely fraudsters, the DOJ seized over $750,000 in cryptocurrency from a network linked to Kenyan nationals. Assistant Attorney General Colin M. McDonald of the DOJ’s National Fraud Enforcement Division attributed the arrests to new fraud-detection measures put in place by the Trump administration, noting that this represents the first international seizure of its kind in Kenya and cautioning that the enforcement effort is only beginning.

McDonald warned criminals that anyone who steals American identities, exploits student programs, or takes taxpayer funds will be tracked down regardless of their location.

How the Ghost Student Scheme Operates

During a press conference alongside FBI and Department of Education officials, McDonald detailed the mechanics of the operation. Criminals typically begin by purchasing the personally identifiable information of Americans, often focusing on high school graduates who entered the workforce directly without attending college.

The perpetrators then complete the Free Application for Federal Student Aid and apply for enrollment at community colleges and universities. When accepted, financial aid is initially sent to institutions for tuition and fees, with any remaining funds transferred to bank accounts managed by the fraudsters. The DOJ noted that dozens of US residents have acted as money mules by opening bank accounts for the fraudsters.
