Foreign ministers from the Group of 20 largest economies concluded two days of meetings in Atlanta on Saturday without reaching a consensus on multiple global security issues. Deep divisions, particularly surrounding Russia’s war in Ukraine, overshadowed the start of the gathering.
Absence of Joint Communique
Due to the lack of agreement, the group did not issue a joint communique. Instead, the participants relied on a chairman’s statement summarizing the discussions, which US Secretary of State Marco Rubio stated he would release later on Saturday.
Addressing reporters at a news conference at the conclusion of the sessions, Rubio acknowledged that universally accepted solutions to the problems were not close at hand. However, he expressed belief that the represented G20 nations are collaborating to resolve certain issues, particularly regarding supply chains and critical minerals.
Earlier, Rubio described the initial day of the session as very productive. On Saturday, he hosted sideline discussions with his counterparts from Australia, India, and Japan before leading the final G20 event, which focused on supply chains and examined freedom of navigation in the Strait of Hormuz along with the Red, Black, and South China seas.
In a social media post on X, Rubio emphasized that secure supply chains remain essential for growth and that critical trade routes must stay open to commerce. During a Friday night reception, he had expressed optimism that the participants were mapping a bold economic future.
Canceled Group Photo and Unyielding Positions
Rubio opened the talks on Friday with an appeal for unity, but the traditional group photo of the foreign ministers was canceled after European diplomats objected to the inclusion of Russian Foreign Minister Sergey Lavrov and threatened to boycott or walk out.
Polish Foreign Minister Radosław Sikorski, attending his first G20 meeting as a guest, stated that the failure to reach consensus came as no surprise given the ongoing wars and the presence of participants involved in those conflicts around the table. Unnamed diplomats confirmed that a chairman’s statement had been planned well in advance due to major disagreements involving the Russia-Ukraine war, the U.S.-Israeli war against Iran, U.S. tariffs, and Chinese actions in the South China Sea, all of which have caused spikes in global fuel costs and trade uncertainty.
According to these diplomats, the opening session remained cordial, but Russia maintained an unyielding position on Ukraine and opposed Poland’s membership in the G20. Disagreements also extended to the Trump administration’s decision not to invite G20 member South Africa.
Tensions Over Russia and Iran
Prior to the meetings, several G20 nations expressed concern regarding the U.S. invitation to Russia amid heightened attacks on Ukraine, particularly following actions by President Donald Trump regarding ties with Ukraine. Meanwhile, the State Department announced Friday the approval of a proposed $2.1 billion sale of Patriot air defense interceptors to Ukraine.
Lavrov stated that Moscow would not permit a situation where Ukraine poses a military threat to the legitimate security interests of the Russian Federation. Lavrov has traveled rarely to NATO member states since the invasion of Ukraine began in February 2022, and it remains uncertain whether Russian President Vladimir Putin will accept Trump’s invitation to attend the upcoming leaders’ summit at Trump’s Miami golf club in December.
The possibility of new U.S. military intervention in Iran also affected the event, placing the region, including G20 member Saudi Arabia, on edge. Rubio held meetings on Friday with his Saudi counterpart, Prince Faisal bin Farhan, and Turkish Foreign Minister Hakan Fidan, whose nation has served as a key mediator.
The Associated Press reported that U.S. officials advised several Middle East countries and regional allies to prepare for potential renewed military strikes against Iran following Tuesday’s U.S. elections, alongside the possibility of Iranian retaliation.
